Staff Profiles

Jan Millar

Jan is managing partner of Howard and Over.  Jan spent many years as a Higher Executive officer working for the Ministry of Defence before joining Howard and Over in 2004. She commenced her training contract in 2005 and qualified as a solicitor in 2007.

After qualification Jan concentrated on family work dealing with all aspects of family and children work. Jan is currently a member of the Law Society's Children Panel.

In 2014 Jan assumed responsibility for providing practice management support to the firm. Her role includes quality, risk management, compliance, training and human resources. She leads the firm’s commitment to the rigorous independent quality audits required for our legal aid contract.

Jan is a member of the Law Society's Law Management and Risk and Compliance Groups.

Jan also undertakes Private Client work including the preparation of Wills and Lasting Powers of Attorney.


Tim Quinn

Tim is a partner of the firm, he qualified in 1990 and originally worked in the City of London where he specialised in professional negligence claims.

Since moving to Plymouth in 2001 Tim has expanded his area of work to include personal injury and clinical negligence claims, but is happy to advise on all aspects of civil litigation, including contested probates and boundary disputes.

Tim is often instructed on cases which have been transferred from another firm of  solicitors where the client has been dissatisfied with the service they have received. With the increase in 'panel' solicitors appointed by insurance companies or trade unions, this is an expanding area of Tim's work.   

Tim is a member of the Law Society’s Personal Injury Panel and is a member of the Association of Personal Injury Lawyer (APIL)

Tim's work has included:

  • Recovering over £700,000 for a train driver who was injured at work when hit by an overhead power cable
  • Obtaining a payment of over £30,000 from a national firm of accountants who had miscalculated their clients tax bill.
  • Successfully defended a claim brought by a disgruntled family member who disputed his late father's will. 
  • Claiming £70,000 for a teacher who was assaulted by a violent pupil
  • Securing an admission of liability from the NHS following a botched bowel operation that almost killed the patient
  • Negotiating a settlement of over £90,000 for a client who was required to push heavy loads at work and damaged his back.
  • Successfully suing a firm of solicitors who failed to carry out identity checks on their own client who was a fraudster in a conveyancing transaction
  • Taking an appeal to the Privy Council on behalf of a Hong Kong business client

Donna Baker

Donna Baker is a partner and head of the Property Department. 

Donna qualified as a solicitor in September 2005 after completing her training contract with Foot Anstey. Donna has experience in a wide range of property transactions including business leases, business sales and purchases, commercial property sales and purchases, commercial mortgages, plot sales, small development agreements, and residential sales and purchases (particularly the high value and complex matters).

Donna  is working from the Ivybridge office specialising in commercial property.


Katherine Millman

Katherine is a partner of the firm and the head of Howard and Over’s private client department. Katherine qualified as a solicitor in 2010 and joined Howard and Over in 2012, having previously worked at another practice in the South Hams.

Katherine works from the Ivybridge Office and deals with all aspects of private client work including the administration of estates/probate matters, dealing with the administration of trusts and the preparation of Wills and Lasting Powers of Attorney.

Katherine has vast experience at dealing with agricultural matters, coming from an agricultural background herself, and is also able to advise clients on tax planning.

Katherine is a fully accredited member of Solicitors for the Elderly. Solicitors for the Elderly is an independent, national organisation of lawyers who provide specialist legal advice for older and vulnerable people, their families and carers.


Jo Melvin

Jo is a Chartered Fellow of the Institute of Legal Executives and has worked in  residential conveyancing for 30 years with half of that experience being post qualification. Jo joined Howard and Over in 2007 and works from the Ivybridge Office.

Jo heads up our Residential Conveyancing Department in Ivybridge, as well as being head of our New Homes Team for all three of our  law offices.

Jo has a wealth of experience in all aspects of residential property including residential sales and purchases (all values), freehold and leasehold property, new builds, shared ownership, help to buy, leases, transfers of land, transfer of equity and remortgages, matrimonial transfers, easements and auction sales and purchases.

Jo has lived and worked in and around the South Hams area for the last 31 years and so has a huge local knowledge.

Becky Bromfield

Becky Bromfield joined Howard and Over in December 2015 after completing her training contract with Bright Solicitors and qualifying as a solicitor in November 2014.

Becky has experience in both residential and commercial property but currently specialises in residential property in the Plymstock office.

Becky frequently deals with both freehold and leasehold property, new builds, shared ownership, help to buy, leases, lease extensions, development, transfers of land, transfers of equity and re-mortgages.

Becky has lived in Plymouth all of her life and has lived in the Elburton/Plymstock area for the last 18 years.


Carrie Shepherd

Carrie Shepherd joined the family department at Howard and Over in February 2016, having previously worked at a firm in Bristol. 

Carrie qualified as a solicitor in 2006 and specialises in children matters, including care proceedings. She is currently a member of the Law Society’s Children Panel and working from the Devonport office.

Stephen Smith

Stephen is a solicitor dealing with dispute resolution and has a particular interest in dealing with construction related disputes. He trained at a major commercial law firm in Bristol and on qualification opted to do contentious construction. During his career he has dealt with both contentious and non-contentious construction issues.

Stephen has lectured on the topic of building contracts in higher education to aspiring engineers and architects. He has experience of resolving disputes through negotiation, adjudication, mediation and litigation. He has previously acted for insurers and the architects and engineers that they insure, an NHS Trust, builders, those providing finance to construction projects and home owners.

Stephen has more recently broadened his experience and has increasingly dealt with a broader range of property disputes from boundary issues to commercial landlord and tenant matters. He has advised on a range of property issues including those relating to arguments on estoppel and constructive trusts.

Stephen has also advised in relation to compliance with the Party Wall Act. As part of a busy litigation and dispute resolution unit he is also acquiring experience of contested probate and the property issues that arise from such disputes.


Caroline Anthony

Caroline Anthony joined the firm in 2018 having worked previously in a local law firm. Caroline is a Licensed Conveyancer & Commissioner of Oaths, and an Associate Chartered Legal Executive, her legal career started when she was 18 working as an office junior for a Plymouth law firm, since then she has progressed in her Legal Career to qualify as a Lawyer specialising in residential conveyancing. Caroline deals with Freehold, Leasehold, Shared Ownership and New Build Properties , as well as re-mortgages and Transfer of Equity Transactions.  Caroline prides herself in providing excellent client care in order to try and reduce the stress which accompanies buying and selling properties.


Catherine English

Catherine is the Trust and Probate Practitioner at our Plymstock Office.   

Catherine has lived and worked in Plymouth all her life and has 30 years experience in the legal profession. 

Prior to joining the firm she worked at Bond Pearce (now Bond Dickinson) for 18 years as a private client paralegal. 

Catherine deals with all aspects of private client work including administration of estates/probate, preparation of Wills and Lasting Powers of Attorney and Court of Protection work.


Sophia Pettit

Sophia joined Howard and Over in 2018 and works alongside Jan Millar in the Private Client department.  Sophia has vast experience in drafting Wills, Powers of Attorney and dealing with the administration of estates.


Harry Austin

Harry is a Trainee Solicitor with a degree in Law from the University of the West of England . He joined Howard & Over in November 2014 and since then has undertaken a masters degree in law and business.

Harry is currently undertaking private client work in our Ivybridge office, assisting in the preparation of Wills and Lasting Powers of Attorney as well as the administration of estates.


Becky Turnock

Becky joined Howard & Over in 2018 as a paralegal. She has a history degree from Queen Mary University of London and has recently completed the Graduate Diploma in Law. In the future, Becky plans to undertake a Masters degree in law.

Becky works alongside Katherine Millman in the Private Client department in the Ivybridge office, assisting with the preparation of Wills, Lasting Powers of Attorney and the administration of estates in probate. 


Lauren Coaker-Finch

Lauren is currently a Trainee Legal Executive, having initially started at Howard and Over in 2013 as an apprentice.  Lauren recently won PSG's national secretary of the year competition.

Lauren assists Jo Melvin in the property department in Ivybridge.

Lauren deals with both freehold and leasehold property, new builds, shared ownership, help to buy, leases, lease extensions, development, transfers of land, transfers of equity and re-mortgages.


Natalie Couling

Natalie joined Howard and Over in November 2015 as a paralegal after working in the conveyancing department at Bond Dickinson LLP.

Natalie assists with both freehold and leasehold property, new builds, shared ownership, help to buy, leases, lease extensions, development, transfers of land, transfers of equity and re-mortgages.

Natalie works from the Plymstock Office.


Michael Gabbert

Michael joined Howard and Over in 2017 and works as a paralegal in the residential property department.  Michael has worked in property law for 4 years, having previously worked for another local firm.

 

Michael works closely with Jo Melvin and is based in the Ivybridge office.


Chloe Beeney

Chloe supports Kelly and Carrie in the Family Department, having recently obtained a 2:1 (hons) in law at Bournemouth University.

Chloe is returning to University part-time, whilst continuing to support the family team here, to obtain her Postgraduate Diploma in Legal Practice (LPC) which is the final vocational stage for becoming a Solicitor.

Chloe is from Plymouth and so has excellent local knowledge.
